Not sure if a bug or more of a suggestion. But I noticed pops with mineral or energy traits often prefer the jobs producing and no pops are in maintenance for amenities. I often have to manually remove jobs to move them to maintenance to prevent red stability on my planets.

Pops should add some workers to keep amenities above 0?

I'm not sure it is a bug, or working as intended. It seems like it could be smarter about it. I often prioritize these jobs, or don't create new jobs until they are filled. Having too many open jobs can cause a lot of problems
