I.E, maintaining a certain ship design would reduce a certain strategic resource, effectively limiting total shipcount that requires given component?

Doesn't look likely. strategic resources don't use any of the general modifier systems, only special declaration tokens (resources,required_resources) that only work in in buildings, spaceport modules, deposits and terraform links.
