Prisoners are not interested in working! - How to fix?

I have unlocked prisoner work and education. I have built several places to work, such as bakery, washroom, workshop, ...
I have also assigned prisoners to the different workplaces under Logistics -> Prison Work.
Yet no one is working. And under Reports -> Programs it says "0 interested" everywhere. Only in "parole hearing" are 121 in queue.

Can anyone help me?
