Try downloading it again, then. It's a 1.5MB zip file that contains a new eu2.exe file and several sup-folders with new additions to it. It certainly unpacked and applied correctly for me.
(Reminder that beta patches are not officially supported by Paradox so if there's some compatibility issue between whatever software Johan uses to zip them and the software you have to unzip them then I'm affraid that them's the breaks.)

Well I'll download it again, but I don't think its a compatability issue. (Downloaded all other public betas fine.)
I don't really have any other suggestions as to why it didn't work for you.
If you've got an e-mail addy that can handle the unzipped version (~5MB) then PM me the address and I'll send you the unpacked version.
