Problem with appearing error while starting the game

When I start the game after formatting my pc, the error "Setting breakpad minidump AppID = 236850" appears. I did everything that was said in article on support site about game refusing to start, tried verifying local files, reinstalling the game, rebooting pc, etc., but nothing helps. Same error appears while trying to start HoI4.

@EdiT: I tried to post screenshot and link to the article with solutions that did not help, but forum doesnt allow me to do that.

I have seen these threads already. First one refers to Linux and I am using Windows 10. Second one doesnt really help, because I have freshly installed OS and there is no chance of having any malware, although I scanned my PC and it says that everything is ok.

I have 3 error files and all of them are having the same lane of code:

[virtualfilesystem_physfs.cpp:1252]: Could not open file: settings.txt, error: not found

Apparently, formatting PC one more time helped with the problem.
