Problem with Fall_Weserübung.txt

I have some problem with this event file
Fall_Weserübung.txt

because it has German alphabet
And I use Japan windows (Regional & option setting), it not recognized those fonts.
So it ask me everytime I start game with non-German country that cannot find this files.

What's happened if I just ignore them everytime, does it effect the game?

Or how to solve this problem without change regional option?

And if I need to change, which language I must use? (Only German language or just English can do.)

Rename it ...RUBUNG.txt and change db/events.txt file accordingly.
