So I've tried to get the achievement twice now. First as Rhodes, although it never fired when I was the Hellenic League (didnt have beforehand). Then as Athens, before unpausing in the achievemnt section of the game it said it was available to be completed. I'm the Delian League for some time now and have the Athenian Democracy form of Government, but the achievement is now locked. anyone knows if that is WAI or a Bug? When it didnt work as Rhodes I though it had to do because Rhodes is in the Region of Asia and not Greece. Can ynone help?
 
I'm on mobile right now, but I remember from when I did the achievement it only counts a few specific types of republic. Namely the normal, non-special republics EXCEPT plutocratic republic. Athenian Democracy is not one of them. So that most likely is your issue.

Unfortunately the new achievements have a lot of issues like that. (Could be worse though - at least it's not the new CK3 DLC.)

Whats wrong with that DLC? Dont have CK III, is too shallow for me atm.

The DLC itself is fine. The new achievements that came with it are completely borked though.

8 of the 10 new achievements have issues of some kind. (And the only two that don't can be trivialized by picking a specific start and waiting for a bit.)

You might think it's just one issue that affects all achievements, but you would be wrong. They are all broken in their own unique way. It's a beautiful little rainbow of dev disinterest. Here is a short selection of the worst offenders:

  • Steam achievement descriptions are COMPLETELY wrong. For example the Faster than the Fox achievement has the description "As a Norse Tribal, control the entirety of Sicily". The actual requirements are:
    1) Be North Germanic or Norman culture (as opposed to just Norse)
    2) Be Asatru Religion (Not mentioned at all)
    3) Completely control the Kingdom of Sicily (Not wrong but ambiguous, there is both a duchy and a kingdom called Sicily. The former covering the Island of Sicily while the latter covers the entire southern half of Italy)
    4) Your character must not be created using the ruler designer (unlike CK2, most CK3 achievements are ruler designer compatible)
    5) You must be independent (Again, not mentioned at all)
    6) The date must be before 1047 (This is the big one, completely changes the type of achievement this is)

    This achievement is just one particularly bad offender. All other achievements also have these really terrible steam descriptions that seem to be drawn from a very early stage of development, before the actual details were hammered out.

  • There are better descriptions available in game, but they were broken too. Most notably most of them were unavailable to ruler designer characters despite never mentioning this in the description. (This has since been fixed by updating the description)

  • One of the achievements (arguably the crowning jewel of the new achievements on account of being by far the most difficult) had its requirements flipped. Instead of never having more than 80 realm size, it required you to never have less than 80 realm size. This would have made the achievement impossible, except that in reality it only checks whether your CURRENT realm size is over/under 80. (The flipped requirement has since been fixed)

  • The above point mostly doesn't matter because on launch said achievement was flat out disabled anyways. Literally no matter what you did, the game thought you failed the starting requirement. (This has since been fixed)
There are also lots of other less egregious issues. Like achievements having easy to miss requirements that you will automatically fail if you use certain major expansion features. Features that you would assume are tailor made to be used with said achievement. Or the always fun "Let's sit and wait for the AI to hopefully do a thing we have no control over" kind of achievement. I wouldn't normally mention these, but all the other issues with achievements this patch make them very hard to ignore.

That said, after a bit of patching it's a lot better now. If you just remember to use the wiki instead of the still completely wrong steam descriptions it's pretty much playable. But the situation on launch was so bad that I decided to put down the game and wait a few hot fixes. The only other time I have done that was when the Stellaris team accidentally pushed a version of the game with all the graphics removed.

i started as athen, formed the delian league and i got the achievement. so it is indeed possible with the athen democracy. cannot help OP though, just wanted to add that it should work in general

Now that I can actually check the achievements: Turns out you're right. It appears the achievement only checks for your starting government form. This also why it doesn't work as Rhodes: Rhodes starts as a plutocratic republic and even if you change government later on you can't get the achievement because you have already failed the starting requirements (I assume this is an oversight).
 
I got the achievement as Athens so I am not sure this is correct.

You can't start as Athenian Democracy, so that's kind of a mute point. In fact theoretically you should be able to become an empire and the achievement should still fire.

Good to hear.

I suggested an achievement very similar to this one a year ago because I accidentelly did it with Athens. Athens not being able to get it would make me sad.

 
I've started as a Cretan plutocratic Republic and have just discovered I can not get it. Ah well. I'm really here for the unite all of Greece as a Republic. I'll do the other in a separate run. I was being greedy trying to get a two-fer.

Plutocratic and Monarchies can't. Shame bcs Rhodes is my favourite.

I did manage to take Rome (the city), Pella, and Alexandria, as well as feudatory on Macedon and Antigonids and make myself the Hellenic League before 500 AUC from my plutocratic Republic in Crete start. Maybe there is a reason they don't count. I didn't feel hard for some reason. I mean, I used mercs. But, otherwise I didn't do anything shady.

Mine isn't counting either. But, it was kind of cool. I did a Numidia run for an achieve but going to go back and finish my Crete-start and see if I can feudatory Egypt and Seleukids and make it 4-of-a-kind (all diadochi except thrace, maybe I'll get them too if they're not dead already) without counting.
