I used to have a PS4 on which I played Cities: Skylines. I got all the major DLC's for it (Airports, Campus, Green Cities, Industries, Mass Transit, Natural Disasters, Parklife, Snowfall, and a few other ones) but recently got a PS5. I bought the recently released Map Pack 4 which is apparently only available for Cities: Skylines Remastered so I bought that, but then saw that the DLC's I got for the PS4 version don't transfer. When I go to the store it says they are unavailable, and when I want to get the Remastered compatible versions of the DLC's in the store I have to pay for them even though on multiple forum pages it says I don't have to pay for them. How do I solve this issue?
 
Cites Skylines PlayStation 4 Edition is not the same game as Cities Skylines Remasted. It would be like having the DLCs for the pc version and wanting to transfer them to xbox. It doesn't matter if they are both PlayStation, thay are different consoles

That really sucks then. Thanks for explaining it though. So I just wasted money on the Remastered version because some threads in the forum said that DLC's from the PS4 version will be transferable to the Remastered (PS4/PS5 version)?
 
That is not correct - one you have the remastered base game, the PS4 DLCs ought to automatically transfer across to be the Remastered equivalents too.

Was your original PS4 edition base game a digital version? Or was it a DVD or free from PSN?

I bought the digital PS4 version of the game. About a month before it became free for Playstation Plus users that next month so that was very unlucky.

Do you see them in your PSN account online as owned? If so is there a Download button there?

I found the issue. I bought the DLC's back in the day on my family account (which also has our PS+ subscription linked to it) which is why it didn't register as being owned by the account I'm always on. It's working now and I got everything that I had on the PS4 version now. Very happy I can now continue building cool cities in the remasterd version. Looking forward to using the Map Pack 4 maps. Such a stupid mistake that cost me a bunch of money. Glad I didn't buy any of the DLC's, just the remastered game. Thanks so much for the help though.
