I'm on PS4 and do not have the Campus dlc but have the creator pack and the homes do not level up or if they do it's not the university theme.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The university city content creator pack and the campus DLC are two seperate things. If everything's alright I don't think they need eachother to function properly. Maybe it's a bug?

University City CCP doesn't have a full suite of buildings so low density residential will never level up past 1 or 2 (I forget which) when you have a UC district style applied
