there are daimyo that have low feeling and can became rebels, a part ninja there is way to eliminate daimyo with war? i can't declare war to daimyo, why?

Because overlords declaring war on vassals is not exactly a common thing. You must either dispose of them, wait for them to declare war or make them declare war on you (requesting a province revocation forces them into war I think)
