Puppet states and Coastal forts

I would like to change two things, once that puppet states can trade, with divisions and provinces and goods.

And that coastal forts can also be included in the land defense.

Which file do I need to change?


I play TGC 2-7-2019.

I think that both features are hardcoded (I may be wrong), but you can customize land fort modifiers (eg:. to make them even stronger) and other things to your liking in db\misc.txt
