Pupulation remains un zero (PS4)

Hello. Yesterday (may be after an update but im not sure) when i try to play a new game, the pupulation remains un zero.

When a new house is build the pupulation dont grow up...always remain in zero!

I restart the game many times and the problem was continue.

Its a serious bag.

How can I do?

Make sure the highway road coming in is properly connected. It's possible you built a one way road in the wrong direction, so it's not possible to even drive into the city. And then make sure the road to the houses is actually drive-able.
