question about file: spy_network\00_base_strategies.txt => what means target_value ?

In the file: Stellaris\common\ai_espionage\spynetworks\00_base_strategies.txt In the operations scope, what means:

target_value = {
   min = 1
}

?

As example, operation_acquire_asset is not have target in the operations.txt, but inside 00_base_strategies.txt it have target_value..... So what this means? Who have tested and found answer?

Or developers.. pls answer on this.
