Not sure where exactly this belongs, so I am putting it here in the modding section (as the question is about mods).
I know Paradox has had a policy that prohibits paid mods (selling mods), but recently changed the rule to allow donations for released mods.
However, on the Steam Workshop, I have been seeing a LOT of mods with ads in the description showing off mods that are only available on Patreon (for those who donate). These are usually done in a way that you can pay the author for exclusive early access to their mods. Is this considered "paid mods" and therefore prohibited (because a donation is required to download the mod for a period of time)?
