I was just wondering if you could only get COT'1 in certain areas ofthe map. For instance in the U.S could you get a COT in say manhattan and deleware? or is it setup so that you can only have them in sertain territories?

They appear depending on trade values, location etc. But there is a random chance as well. So the best thing you can do is hope, and maybe build up Manhattan a little...
Playing as Russia, a CoT appeared in Massachusetts almost immediately after the colony was upgraded to a city. In the same game, Portugal has a CoT in southern Africa.

I once saw the COT for North America spring up in Bangor, a city under Russian control. So I'd say it varies.
Before patch 1.02 or 1.03 the COT:s always placed in the same location, for example Manhattan would always get a COT. Now they spring up anywhere. Don't know if the placing is governed by anything like trade-values etc.
There is a value in province.csv for every province in the game (829 of them) which ranges from -3 to +5 called CoT historical modifier.
Thus, CoT placement is somewhat random but certain places are more common then others.
Having a well developed city in an almost deserted area, increases the chance for a CoT to pop up there dramatically too.
