What do I need to take a look at altering to allow playing as the orthodox Khazars in Itil and eventually re-establishing Khazaria? I see some claims seem to already exist, but it seems the Khazar governor of Itil has no inherent dynastic right to them? And some other threads suggested that kingdom recreation/usurpation was flagged as always off?

I saw the Khazar mini mod, etc, but I'm curious about playing as remnants of the late Khazar monarchy indulging the fiction of a conversion to Orthodox christianity for gameplay purposes (as set up in vanilla.)
