I still not experienced player, and I had question. After Rebel Scum takes control over provincies, how many time I have to wait until they declare independence?
 
When a nation has lost its independence it is possible for it to redeclare independence when a certain province (usually just 1) is taken over by rebels. However, there is only a chance of this happening when the rebels take over the province, not a certainty. Furthermore, once the rebels have gained control, the check for independence has been made, so leaving them there won't do anything.
 
Not all provinces will declare independance. Some (Ukraine, Netherlands) are programmed to allow this. Most others are not programmed to allow independance so they will stay revolters for a long time (over 100 years has happened).

I'm not sure which provinces are able to be independent. Anyone have a list?
 
Well, if you just annexed small one-province nation (ie Milan) and it rebels, it's very likely that it will gain it's independance after a while...
But yes, most of the provinces don't gain independance, just some of them.

So can I edit revolts file? I played as Hungary in IGC, and after Crusade(Hungary, Austria, Bohemia, Georgea, Bradenburg vs Turkey), Bohemia gained Albania and Morea. Then they rebel and both these provincies were captured by them. And now, I had two rebel provincies right to south from me. Did I need to change Revolts file so they can declare independence? Or they will declare independence without editing revolts file?
