1. Do I need to alter both the .csv file, and the appropriate 00_XXX.txt file to ensure everything is working smoothly? I'm not sure if I can' just make my changes in the table, or if I need to go line by line through the txt files to make sure they all match up. A few mods I've seen don't even copy the txt files over to change them.

2. I'm trying to figure out if I can change the HP, evasion, and speed of things like missiles and strikecraft, any ideas where that stuff is?
 
You can only bother with the csv as most of the important weapon stats are there (it does overide the other files). The weapon files are mainly used for the icons, turret type and weapon effects.

In the case of missiles you can adjust their speed in the csv, for the strikecrafts you need to edit the 00_strike_crafts.txt. As far as i can tell you can't give evasion or HPs to missiles and torpedos, but you can for strikecrafts (i did in my FRB mod).
 
Awesome, I'd thought that the csv was probably the important part from my own testing, but I wasn't 100% certain. How did you give strike craft evasion, if I can ask? I was looking through the txt file and don't see it listed anywhere.

It's not there, but you can add it.

Don't make it too high or point defenses won't be able to hit them.
