Questions on VP and Capital

These are probably dumb questions, but I'll ask them anyways.

(1) Victory points: I'm currently playing the Fantasia campaign, and all nations have zero VP (it's 1600). Do I have to somehow enable VP count?

(2) Capital: Is it possible to move your Capital from one province to another?
