Quick build cloning problem

I decided to clone a sell wing (which was a bad idea) and now I can't edit some of the cells. For some reasons im not allowed to build any utility there, like: water, electricity and hot water. Is there anyone who could help me with this little problem.

Its not only these but for some reason some of the cells I cloned works. Most of them do not tho

Apparently its not because of the cloning, because I started building a new cell wing and after I made the cellrooms I couldn't build in there anymore nor I could delete the room.

Cloning is seriously bugged as is right now. The fact that you can't cancel a clone is also a real problem.
