There is no way to train generals outside of actual combat/overruns, if that's what you are asking.
I know that. I was wondering if there was a way to get into combat, i.e. can I get into a war, or send volunteers before the Germans attack and increase the world tension?
 
Coming back to the game after a 3 year hiatus, so a few questions...

You used to be able to change doctrines for free by selecting the next one down in the tree then changing to different tree, is that still possible?
 
If I remember correctly this has been fixed but the first technology only costs half as much now.

bitmode is correct. This exploit was fixed by patch 1.5.1(see Bugfix section).

The bugfix was also referenced via Waking the Tiger development diary #31 under section "Doctrine cost changes" quoted here:
With the infamous doctrine-swapping-for-free exploit gone we felt that the cost of switching was perhaps a bit too high now, scaring people from changing up things. To make that a fairer choice starting level of land doctrines now cost half of what they used to (so in line with other techs), making a switch still a serious tradeoff you need to think of, but not as delaying is it is now. The reason it’s not just free is at the heart of HOI4. You step into the shoes of the nation at a historical point in time, so you should need to deal with their current situation. Switching army wide doctrine is one of those things, just like division templates or low war support or stability.

The switching doctrine cost was reduced to 50% per patch 1.5.2 (see Balance section).

If send volunteers to a nation and then change government types, will they be auto recalled like they are when you go to war?
 
I took the "Deutschland Class" Panzerschiff, upgraded the the radar, fire control, and secondary guns. But the yellow upgrade button does not appear for the Graf Spree, Deutschland, or other ship. Any help?

Click the refit button on the top of the fleet, instead of next to the ship.

I don't think It did change. Some models still have the arrow on the right.
May have to do with decommissioned ships and or the new design cost difference.
 
The button only shows up on ships that have a direct upgrade (that is itself not decommissioned). By which I mean that there are no modules that are swapped for another module type, and no downgraded modules. Only upgraded modules, or empty slots fitted with new modules.

Leaving a research slot open for 30 days then selecting a research event, example here is logistics, it says 30 days saved research time was added and its 18% completed. But its still showing the full 136 days to research. So there is no actual time saved?

I ran another one, support weapons, which should take 94 days, added it to a blank slot, said 30% completed but still took the full 94 days to complete?

Is there no saving? I know there used to be a saved research slot exploit before but I'm assuming this has now been patched?
