1) While I haven't seen it myself, There exists something called "Operation Panzerfaust" for Germany.Looking at the german focus tree, two questions have arisen:
1) I cannot find any focus to puppet Hungary and Romania anymore. How does a player of Germany puppet them nowadays? Or is there any other peaceful way to get possession of Romania's oil (i don't mean by trade nor conquest)?
2) An Inner circle question - especially on the economic guys (Todt/Speer/Goring): If a player has let one of them research the respecitve third focus - is there still an option to change over to one other guy? The historical order would include all of them at different times with Speer being the last. Is this possible?

As for Romania, you can subjugate their economy through the respective focus, however I don't know about fully puppeting them after that.
If I had to guess I'd say it has something to do with the Eastern Front and fighting the Soviets in general
2) Once any one of the three completes their third focus, the other two cannot. I wouldn't apply historical context to the Inner Circle mechanic in general, as it's more for gameplay/balancing
