Realm Disruption eventy broken ?

So far I am experiencing realm disruption events far too often for my taste and taking a short look into the events files I recognized that most of them need this condition to be fulfilled:

condition = { type = not value = { type = prestige value = 5000 } } #and won't if liege has very high prestige
}

But at it is now I have more than 10000 prestige and those events (yes the events wich require the liege to have less than 5000 prestige) still keep happening to my vassalls/me

For the moment I have added another condition wich SHOULD work making many of these events dependent on the loyality wich since a vassal wich has 100% or even 90% loyality rebelling against a highly prestigious lord does not make much sense.
