In my game as the Turks Lebanon is an ongoing problem for me. Nasty little rebel scum are always popping up there. I now have a permanent occupying force it is so bad. Here's my question:

I jumped up tech levels but my battles against the rebels seem to be getter much much harder (same in Macedonia) and I'm losing a lot more guys. The Lebanese actually thwarted 4 efforts to retake their province in pitched battles. Do the rebels have the same tech level you do or are they always at a fixed tech level? Or does it matter if the rebellion is seen by the computer as a peasant revolt or a nationalist uprising?
 
I can't answer your questions on tech although I would expect them to be equal tech to you. Just remember your support cost slider though. I have lost battles to rebels because when at peace with the world a revolt will hit my garrison forces unprepared.
