So I have limited space on my pc, I'm okay with tech but some parts I struggle on so I do not know if it was a feature before this steam update, but when steam allowed multiple download locations easier I was able to redownload Stellaris. Since I run through steam and I have a few DLC's, there has to be a connection between the two parties but for some reason the connection isn't working. Any ideas on how to fix this simple yet annoying issue?

I don't actually follow what your issue is, I'm sorry. Who are the two parties you refer to?

Yes, Steam allows you to create a Steam Library in multiple places, and when you install you choose which one when there is more than one in existence.

Can you clarify what you are trying to do and what happens when you try, please?

I was able to fix the game. When I booted the game up off of steam it takes me to the paradox launcher as it should right...

The issue was the paradox launcher was not getting the DLC information off of steam, which confused me.

I fixed it by completely powering down my PC, which for some odd reason worked.

I believe the issue was caused by a basic communicative error between steam and paradox, but the issue was resolved way easier than first thought.

Thank you for the people who attempted to help.
