Whats the difference between those two values exactly? Is the refire penalty causing second shot to miss or is recoil responsible? Is pilot recoil skill reducing that penalty or is it still in play and recoil skill reduces something else?
if you mean AttackRecoil and RefireModifier in weapons definitions
AttackRecoil it is just visual, used only if weapon mounted in arm.
RefireModifier controlling accuracy penalty to next shots.
Pilot's traits TraitDefRefireReduceOne and TraitDefRefireReduceTwo reduce RefireModifier for all weapons.

i wanna change a bit ballistic weapons, especially those special versions that increase damage or deal more stability damage.. I feel like its not fair for a gun to deal more damage and be in the same category as others, and not have any drawbacks.. for example, if you have a gun of the same mass, but that gun deals more damage, its basic law of physics that such gun would also have much higher recoil... so it would make sense for those Kali-Yama ACs to not just do more damage, but also have higher recoil... but of course, If I just increase recoil for them by 1 point, they would suddenly end up having same recoil as AC of higher category.. which means, i need to make recoil a bit more granular, so i would have to up the recoil of all weapons, and increase recoil handling for Pilots, to get a bit more maneuvering room with that stat..
