As in sending missionaries to pagan rulers? Someone more experienced might be able to answer that.

Reforming a pagan faith doesn't necessarily mean uniting the faith, though.

i think that exists... you may have to be feudal. i'm not really certain, it worked for me, having reformed norse converting slavic and old norse.
