regent changes cultural tradition already in introduction

Description​

My previous ruler started the introduction of a new cultural tradition. After his death, while still 30 year away from introduction of this tradition. he dies and his minor heir enters a regency. The regent is now able to abort the introduction of the tradition and immediately start introducing a different one. Before you ask, after becoming an adult and head of culture, I myself of course can not stop this stupid culture and go back to the one I want.

Coming back to add, in case you didn't realize: This costs me century of ingame time that is completely LOST to my culture. (unless by chance the regent chooses a tradition a also want to introduce later).

Steps to reproduce​

Start the introduction of a new cultural tradition, then die. Your heir must be minor and not become head of culture.

I think they should simply remove the requirement for being an Adult for Culture Head, because they are already allow Childs to become HoFs, this would fix the Bug instantly, because some minor Count with only 1 County can no longer become Culture Head, because his Liege is a Child.

This is still an issue in 1.10, and still extreeeemly annoying!
The "interim" culture head can just swap out the tradition in introduction. Like, tradition introduced by my father still has 9 years to take effect of the 30 years overall time. When I come of age after 1.5 years on the throne, it is STILL 9 years but a different tradition.
EDIT: Also, "interim" culture head of course doesn't need to be regent, anyone can do, with the exception of ME.
