Religious authority in essos

Question: As a follower of the faith of the seven in essos, have religious laws any meaning?
I mean if I put my RA to max will I be able to refound the faith militant, even if the iron throne has low RA?

If I'm not mistaken only whoever has the High Septon as a vassal can change RA.

If I'm not totally off I think you need to be king or empire tier and independent to be able to change ra of your lands. You don't need to be ruler of the religious head.
