Is it possible to remove or salvage old domes? I tried to and could not. I even tried salvaging all the buildings and removing all colonists first.

Yes. Assuming you have the relevant tech to decommission and clear out a dome, there's nothing stopping you. It could take awhile for the drones to do it, however.
