Norvos is a theocracy,so I don't think it's playable at all

You should be able to play the free cities with the Republic DLC.
That can't-look-at-dlc's problem appears for me when I chance the games version to previous, or update it back, then go to offline and then start the game. It can be fixed by going online and starting the game from steam(I have as "offline" version on my hotbar)

Norvos is a theocracy,so I don't think it's playable at all

The Republic part of it is still perfectly playable.

As others have said, this usually occurs after updating or downgrading the game. Sometimes simply going back online with Steam is enough to fix it, sometimes reinstalling the game is needed.
