I have seen it happen to other (computer) players, I think it then had something to do with civli war and rebels from neighbouring provinces moving around.
 
While playing Portugal I had the same thing happen to one of my North American colonies and there was no nearby city that could have generated rebels. I'm 99% certain it was linked to civil war. At least it was over quickly, but my colony was reduced from 600+ to 60 men :(

you can read at the bottom that it is finnmark that revolted.. it is in swedish so you maby didnt know.
i seriously dubt that hartman and the other igc guys added a revolting country in northen scandinavia.
all the nighbouring provinses are colonies.
 
My level 4 colony in Nova Scotia revolted last night and was knocked down to a level 1 colony.
 
I had it too today, in Amapa ( I think) it was a level 3 colony, after the revolt it was only 68 people. I think there is a random event that causes a random province to revolt (even colonies)
 
I have had this happen to me too. It is most annoying early in the game, when it is a real pain (& an attrition nightmare) to transport troops to your overseas colonies to retake them. But as far as bugs go, it is a fairly minor one.

I have also had this with an IGC-driven game. Oddly enough I saw no ostensible damage, although I may not have accurately remembered the colony's size (since it was pretty small anyway). I agree that if it is a bug it appears to happen infrequently enough not to really mar the rest of the very cool dynamics the IGC allows.
