I do not understand why rebels sometimes just takeover my fortress. If other country invades my teritory with mighty fortress, there is no problem. They have to besege it first. With rebels it is not always the case. Sometimes they just apear with a red banner on the fort and rebel scum standing next to it. Is it a bug or something else?
 
Yep, simple as that: fortress garrison rebels. You should have paid them in their last pay-day :)
 
That could not be true. Why should my garrison revolt? They are well paid all the time. Then how can I get the information if the will possibly revolt or not. It's 1740 and I have some huge fortresses. Then they start the rebellion and later I had to spend years to take this huge fortress back. And the manual says fortresses actually *lower* the risk of rebellion. What's going on?

They probably hate your guts in that province then =)

It does. You either have badly adjusted religios tolerances or War Exhaustion (or both) giving really high revolt %. Player error not game error ...
