As Spain, I have acquired several Catholic provinces from Portugal and France. My stability is maximized, and we share the same religion, but these provinces keep on revolting. I checked the chances of revolt and saw that all those provinces have 3% chance due to nationalism. So I was wondering if nationalism will decrease over time or if there is anything else I can do to decrease the percentage, since its pretty annoying to constantly put down the revolts.

All you can do at this point is stay stable, don't build tax collectors in those provinces (which would make things worse,) and try to keep a hefty standing infantry in at least some of them, so that the rebels get cut down as soon as they appear.

Oh ... and don't be occupying the Netherlands around 1650 :D

Tax inspectors will not affect much in this case, except give you more money, as long as you have good stability and religious tolorrance.

The 3% is a tempory minimum and if you check by moving your mouse over the revolt risk you should see what I mean....

-3 Stability
-6 religion
+3 Tax inspector
+3 nationalism (set as min)
(all approx typical values)

So you can see under normal circumstances you would have a revolt risk of -6, it's just the nationalism screwing you not the tax inspector.

I am happy that 3% revolt risk is a temporary munimum. It seems that currently these provinces are revolting a lot more often than 3% of the time... something more like every year or so. I wonder why. So I should not occupy Netherlands around 1560? Thats exactly where I am right now. Its pretty difficuly not to occupy them, since they keep declaring war on me for no reason, and its very easy to defeat them. Aware of history, I let the country proclaim independece around 1540, (except Flanders) hoping that they would leave me alone and let me concentrate on France and colonization. Instead they just keep attacking me every 5 years.

The 3% is per month not year. I'm not going into the maths it's been done to death on this site, but that works out to arroung 35% a year (very ish).

Do a search on Nationalism for the various threads

Taking odd provinces off them isn't a problem, but if you annex the country, the Dutch Nationalism event will cause a revolt risk of over 40% per month, per province. Within a couple of years they'll be proclaiming independence again...
