Just wondering if it is just me or has any one else not been able to build the rocket test site with Germany? I am doing a fresh install of AoD 1.05 and IC to test this again.

Right-click the province you want to build it in after the prerequiaite research is done. It shows in the productionline, just extend it to 10 lvl.
