RunDLL error on trying to install launcher "MSIBA89.tmp is not a valid Win32 application"

Running any modern pdx game fails because the launcher install fails. The error (shown) says that MSIBA89.tmp is not a valid Win32 application. There is no such file - and the file structure where the error claims it should be doesn't exist.
The same problem occurs when trying to directly download the launcher. I'm not on a Win32 machine and am running windows 11.

Fixed by running this tool then restarting the PC https://support.microsoft.com/en-au...er-tool-to-repair-missing-or-corrupted-system
