I have been running the game at full speed and it goes quite slow. When I run EU3 it goes as fast as I would expect on full speed. I would think that the smaller map would cause the game to run fast but that doesn't seem to be the case. All I have running in the background is steam and skype. My cpu monitor says (when ck2 minimized) that I'm using 40% ram and 10-20% cpu. I have a quad core AMD cpu and 8 gb ram. My motherboard has an on board video chipset so I guess that could possibly be causing some slowness. Any help?
 
We've had the opposite problem reported, where the game runs fine but the GPU is at 100% and the fans going hard. But let's check your temperatures: Please report the temperatures of your CPU and video (GPU) 1/ before starting the game up and 2/ after say 20 minutes' play. If your PC's vendor has given you no way of reading temperatures, Google for and install SPEEDFAN.

Also please post your dxdiag.txt (from top down to include "sound devices" only please), settings.txt, system.log and error.log files (you'll need to rename the .log files to .txt to upload). Also open setup.log, search for "checksum", and paste that line only in here.
 
In light of the other problems mentioned by AndrewT, problems which I have myself, it might be that your GPU is tasked with something it is imply not capable of handling (it being an onboard gpu)? Do you have any way of monitoring the state of your GPU? I don't know if EVGA works on onboard GPUs.
