Scandinavian Elective succession

Description​

I have played several games where in order to keep my family as the ruler, I diverged my Norse culture into a different one,
then removed the Ting-Meet tradition so that the AI members of the new culture can't change to scandinavian elective.

But it seems to happen anyway.

Steps to reproduce​

Start as Norse, Diverge culture, remove Ting-Meet from the traditions.
(Either by console or other means, ensure that rulers of your new culture exists)
I played a game where I ruled Wales and Ireland, had a son inherit each when I died.
My main heir took over Wales, and Ireland became independent.
Not long after, I noticed that my new character (King of wales) who had a single duchy in Wales, was asked to vote for the new king of Ireland, in a Scandinavian elective. Something that should not be possible without the Ting-Meet tradition.
