And the idiot award goes to LatinKaiser. In most of the world dates are given as day/month/year and not the strange American way of month/day/year; so that passport makes perfect sence since the 23th of October 1998 did exist.
Apparently you aren't the only American who don't know this though. I have heard stories about people who when coming to American were told in the airport that their passports were fake because e.g. they have the birthday 1/2/1900, but the written text says 1nd of February 1900.
