After suddenly losing approx 25,000 cims after installing Sunset Harbour (initially 205k), i ended up finding that sick Cims (due to noise in my case) were not being picked up any more.
I checked my Hospitals and clinics, and all said 0/8 or 0/30 Ambulances in use!
Whatever recalculation caused the inital drop in population has balanced, and I'm seeing a population influx again, but clinics and hospitals are still all at 0 in use.
