I remember it being there from the very beginning the coven was added several versions back and yet its still not fixed. This situation is stuck in my situation log
 
Bugged is totally possible with this game but also possible that it is working as intended and not communicating what needs to be done clearly. In this case, i believe the locus requires certain things (that i don’t normally do so i’m not positive here without looking it up) such as cooperative diplomatic stance or open border or some such. If you make decisions contrary to what the shroud wants, the situation won’t progress

According to the wiki... Base monthly progress for either Sign of Visitor or Locus are +2 per month.

Locus gets +2 from Cooperative Diplomatic Stance, Proactive first contact, and Open Border policy, and -2 with Isolationist Diplomatic Stance, Cautious first contact, and Closed Border policy.

Visitor gets +2 from Cooperative Diplomatic Stance, Proactive first contact, 3 or more envoys improving relations, and no mutual rivalries, and -2 with Isolationist Diplomatic Stance, Aggressive first contact, 3 or more envoys harming relations, and any number of mutual rivalries.

This can take the situation progress down to 0. Basically, if you're playing a warlike or isolationist empire, it's not surprising that you wouldn't be progressing.

Highpriest covered the factors but do share with the class if that helped or not! Even if its a bug that might not get fixed, at least we’ll get more clues as to whether we should bother with the divinations or not
 
It indeed did work. I guess if you play xenophobic spiritualist the necessary policy arrangements are harder to come by as part of a normal play and the communication in the situation isnt the best to convey that

So not really a bug after all... but clearly the communication side could be better.

Now I need to wait 10 years to revert the policies lol
