Small modding issue that I couldn't find any answer to anywhere. - Where is Where's How to change lower add Basic Monthly Resource Gain

Hey,

I'm making a total conversion mod for stellaris. However, i can't find the Basic Monthly Resource Gain (eg 10 minerals/month) is defined (I'd like to lower it to 0) localization (define).

I'd be surely pleased if someone decided to help me.
