Some primitive worlds are bugged

Got this bug twice now that i start near a primitive world its alrdy discovered and got a green colonize symbole. but i can do nothing with this planet. No colonization or uplifting. When i click on the planet there is no modifier for primitives or something else i just see the pops on the planet. Normally on first sreen there would be a info about what age there are in.

I have the exact same problem. Also, the Native Interference and native enlightenment policies refuse to appear! I was able to build an observation station, but it's impossible to do anything other then "passively observe" since I cant change policy.

Can you build an Observation post?
