I was asked to post this here from the Steam forums.

NO prisoner EVER wants to join a program unless it's parole. I know suppression is a thing, but my prison is kind of a mess, escape attempts and fights abound, so these idiots can't be that suppressed.

Every once in a while, just common enough to be annoying, orders given to workers will be ignored.

Hey there, just pulled up your save. In your policy tab, the privileges are all set to off. This was a bug that happened in Free for Life saves. With the Kickstand patch that came out at the same time as Undead it was fixed for new saves as well as for saves created before Free for Life. Sadly, saves created between Free for Life/Crowbar Hotel and Undead/Kickstand still have this issue. You can manually reinstate privileges for everyone except criminally insane, protective custody and death row.

Just click on the squares to get the X that shows they can do things. If you don't have this page, grab the free dlc Cleared for Transfer and you'll get it.

When starting a new prison, pull up an old one from before Free for Life and then go and start a new prison. The new one should start with all privileges enabled. Devs are still trying to isolate a way to fix it on certain saves.

As for your staff. They appear a little upset.

You turned on staff needs but didn't give them anywhere to eat or go to the bathroom. If you zone your current staff room as staff only they'll at least be able to eat from the snack machine until you get them proper food. They also need toilets that are in a staff only zoned room. They don't really care about privacy.

You need an export room for all the extra logs :) Also why trucks just keep driving through empty.

For the event with the fine, you need to follow the instructions the event gave you. Go into Policy and set meal quantity and quality to low. Then just wait out the timer.

Oh, I also recommend a second layer of fence, stops contraband and climbers.

Oh, Jesus. And yeah my staff are upset. I forgot about their needs because I haven't seen room options that they can use? If they don't get food from the canteen then where do they need to eat?

As for the CEO, no matter what I do, he fines me. It's some kind of bug, I believe a Steam forum person said to disable events for a day and then turn them back on.

Either way thank you for the response! I had no idea all privileges were off holy crap. I appreciate the help!

Staff get food from either a canteen you zone as staff only, or a staff room that's zoned as staff only. If it's the staff room then you need to use logistics to connect it to a kitchen so the cooks will clean the trays. If you take a look at the save I did that, though I didn't link to a kitchen.

That event appears to not be broken anymore. If you look at the images I put in above you'll see I completed it. Just be careful to set quantity to low, not none.

Ugh, I forgot about zoning. I'll give that save a look as soon as I'm able! Thank you again, I really didn't expect such cool help. Yeah i'm very much a noob at this. My biggest hurdle is still just figuring out where I want things to go and even now I'm unsure if my layout is as good as it could be or if it's bad or what.

Christ I can't remember how to find where I can zone things. This UI confuses me very easily.

edit: OH it's deployment. That makes little sense to me but what can you do, lol.

For anyone wanting to enable privileges for any of the locked security levels (death row, protective, insane sec);

I have found a way to edit privileges for any security levels, even the locked ones.

Firstly, you need to open up the specific save's .prison file in notepad or something similar. If you don't know where to find this file you can find it using either of these 2 ways:
- Loading up Prison Architect, clicking on "Load Prison", then clicking on the file path that is shown at the very bottom of all your prisons. This will open up a folder, find the .prison file that is named the same as the prison you wish to change the privileges of, then open with notepad or a similar program
- If you are on Windows (I'm sure there is something slightly different for others, but I'm unsure, so you might need to look it up), open up the start menu (bottom left) then search for %localappdata% and click enter. Then scroll down to find the folder "Introversion", open it then click on "Prison Architect", then "saves" and you should see the .prison file named your prison's name in that folder, which you can then open with notepad

Once you have opened up the .prison file in notepad, go to edit > find, and then search for "privilege". You will see 6 (or 7 if you have psych ward) different policys, 1 for each security level that you have. Since I have psych ward, each of the sections (starting with "BEGIN (number from 0-5/6)") correspond to the different security levels as such:
Min, Med and Max - 0,1,2
Protective - 3
Super Max - 4
Death Row - 5
Insane - 6

So if you want to change the protective custody privileges, look at the text between "BEGIN 3" and "BEGIN 4" and change anything in the bottom line (starting with "BEGIN Privilege") that says "false", to "true" to allow inmates in protective to have those specific privileges. (Or similarly, change true to false if you don't want them to have access to certain privileges)
So for example, looking at the privileges for protective, if I wanted them to have access to all of the privileges, the bottom line would look like:
"BEGIN Privilege None true Visitation true Mail true PrisonLabour true Programs true WorkPrograms true EducationPrograms true WellnessPrograms true END"

Make sure that once you have edited the privileges for each of the security levels, that you save the changes by going to file > save, then when you open up PA next and play that prison, you should hopefully see all privileges have been ticked for protective custody. I hope that was clear enough to follow, let me know if something didn't work or I explained a part poorly.
