CSABadass said:SR does what it can re: manpower, including allowing the CSA to convert its Texan POPs to soldiers and giving the CSA several additional provinces. What it doesn't fix is hardcoded in the game, and can't be fixed.
The main thing SR can't do is play the game for you. The CSA faces some long odds in anything but an alt-history mod or a "Union Gets Totally Fucked" mod. SR is neither of those.

Vicky in general has really botched the balance of power in everything but the grand campaign. The union shouldn't have 13 divisions at the start of the war and the CSA shouldn't have what it does. They should be significantly weaker militarily, and if CSAbadass had actually bothered to try and improve the civil war scenario then he would have edited the OOB's of the players involved, but he didn't because he's a lazy mod.
