Space Occupied Issue on PS5

Expected Result​

Connect power and water to buildings

Actual Result​

Cannot run power lines over roads. Water pipes do not connect properly. This seems to have been an ongoing issue, is there a fix?

Steps to reproduce​

Built power plant and water pumping station. Attempted to run power lines across roads with no success. Water pipes either do not connect properly or require pumping stations to be further apart. All resulted in space occupied error.
