Sphere of Influence DLC has "unable to verify ownership of this DLC" warning (Steam)

First of all—no—neither my game nor any of the DLCs were pirated.

I am using Steam's 'Family Library Sharing' feature and am playing with a second Steam account. I realized that one of DLCs, in this case Sphere of Influence, wasn't working mid-game when I was unable to change the kind of Power Bloc for my Mexico-run.

I also won't be answering questions regarding the reason why I am using a second account. Let's just say I don't want my Steam friends to see my game activities for some time.

Anyway, I just wanted to know if there is any way I could fix this, either with the game itself, the Paradox launcher, or Steam. If nothing can be done other than hope for a patch from someone, then I can take much worse news. Just wanted to know if I could do anything on my end to fix this. If not, oh well.

Update: After going through Steam Support, they stated that the "Sphere of Influence" DLC's unavailability is due to the Devs not making it available for Steam's 'Family Sharing.' This is despite the fact that in the Steam's page of the game, the bundle that included the DLC, and the DLC itself all have the tag of 'Family Sharing.'

As you can see in the other thread on the same topic, this has already been reported to the devs in Bug Reports forum. There is nothing we in Tech Support can do to fix this, I am sorry.
