I know this problem probably surfaced before, so I'm wondering if there is any way to fix the weird sprites in HoI2: DD: Armageddon v1.2? Any hotfixes?

Not from Paradox at least. Check the 1.2 bug list sticky thread in the Doomsday forum or possibly the CDCP mod (this is basically fixes for non-.exe bugs and workarounds for some .exe bugs).
