In my current game, I began to notice something odd - the completion date for stability increases kept slipping. Everything else seemed to be finishing more or less on time (subject to changes in income, of course), but not stability. So, I started watching. I don't remember the exact figures, but I had something like +0 from budget, +10 from monarch skills, and +15 from fine arts academies. No - values. Net +25 per month, right? No, it was only going up by 4 per month. The completion date was being set based on the +25, which was why it kept slipping. Now, I am the MegaEvilEmpire, so if there is some kind of penalty there, I understand, but that should be included in the +/- section. Every other budget area was proceeding as it should, I watched for a few months. Any suggestions, is this a bug? I was a beta tester, and this used to work right, heh heh!

I've experienced the same. Stability investment targets seem to slip a lot, compared to other tech investments.

I've been playing Real EU, which severly limits income at lower stabilities, and I've done plenty of things to lower my stability, so I've had a lot of opportunity to watch this over the last few days.

My only contrary thought is the question of when have I looked? If you adjust your investments immediately after a stability reducing action/event, the display might be calculating based on current income (which is no longer true, due to stability loss). That said, other tech investments don't seem to slip, but then, they are usually much longer term investments compared to increasing stability by one.
 
I was noticing this a few weeks ago too, while I was trying to solve national size & tech costs. stab increase doesn't seem to "work" right most of the time.
Normaly when I play I don't notice it however since I'm at +3 usually. Probably why it has gone unnoticed so long.
 
No, this was a long term thing. I noticed that stability increases were taking a very long time, over several years of gameplay. I watched stability for several months and watched the investment total increase each month. It was definately wrong. Later in the same game, however (after several exits and reloads over several days), the stability was being handled correctly.

PS I am convinced that there is a bug, possibly tied to MegaEvilEmpire or war status, but I haven't pinned it down.
