The stars.dds file in the /gfx/worldgfx/ folder determines the appearance of the starry background on both systems and galaxy view (which is silly in the first place - what if I want different backgrounds for both? The background image also doesn't allow for zooming, so it's doubly unmoddable).

However, none of that matters as any change to the file causes it to fail to render. There is no export setting for dds files that will allow a file to show up as a new background.

The picture itself is entirely moddable. Try using a different editing suite. And I've not checked, but based on what I know about how Paradox interfaces work, I wouldn't be overly surprised if it is possible to specify different backgrounds for system and star views, tbh.
 
DDS is a finicky file format. It's essentially just a header followed by a format that the gpu can support. You get the standard RGBA/X, and gpu compressed formats like BC1. It might be that the engine doesn't support the compressed formats, or that it doesn't support the dx10 header addition, or vice versa.
